The Honourable Senator Andreychuk, Chair of the Standing Senate Committee on Human Rights, presented its second report (budget—study on the rights and freedoms of children—power to hire staff).

The Honourable Senator Andreychuk, Chair of the Standing Senate Committee on Human Rights, presented its third report (budgetstudy on human rights obligations—power to hire staff).

Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-6, An Act to establish the Department of Public Safety and Emergency Preparedness and to amend or repeal certain Acts, to which it desires the concurrence of the Senate.

The bill was read the first time.

The Honourable Senator Banks moved, seconded by the Honourable Senator Day, that the bill be placed on the Orders of the Day for a second reading two days hence.

Tabling of Reports from Inter-Parliamentary Delegations

The Honourable Senator Oliver tabled the following:

Report of the Canadian Delegation of the Inter-Parliamentary Union respecting its participation at the Seventh Session of the Steering Committee of the Parliamentary Conference on the WTO, held in Geneva, Switzerland, on September 6 and 7, 2004. —Sessional Paper No. 1/38-292.

Report of the Canadian Delegation of the Inter-Parliamentary Union respecting its participation at the Meeting of the Steering Committee of the Twelve Plus Group of the IPU, held in Ghent, Belgium, on September 10 and 11, 2004.—Sessional Paper No. 1/38-293.

MOTIONS

The Honourable Senator Grafstein moved, seconded by the Honourable Senator Ferretti Barth:

That the Standing Senate Committee on Banking, Trade and Commerce be authorized to examine and report on issues dealing with charitable giving in Canada. In particular, the Committee shall be authorized to examine:

  • the needs and opportunities of Canadians in relation to various aspects of Canadian life (such as health care, education, social and cultural programs and institutions, senior care, heritage preservation, scientific research and more) and the ability of Canadians to assist in these areas through charitable giving;

  • current federal policy measures on charitable giving;

  • new or enhanced federal policy measures, with an emphasis on tax policy, which may make charitable giving more affordable for Canadians at all income levels;

  • the impact of current and proposed federal policy measures on charitable giving at the local, regional and national levels and across charities;

  • the impact of current and proposed federal policy measures on the federal treasuries;

  • other related issues; and

That the Committee submit an interim report no later than December 16, 2004 and its final report no later than March 31, 2005, and that the Committee retain until May 31, 2005 all powers necessary to publicize its findings.

Changes in Membership of Committees Pursuant to Rule 85(4)

Standing Senate Committee on National Security and Defence

The names of the Honourable Senators Cordy and Day substituted for those of the Honourable Senators Trenholme Counsell and Moore (November 17).

Standing Senate Committee on Energy, the Environment and Natural Resources

The name of the Honourable Senator Christensen substituted for that of the Honourable Senator Harb (November 17).

Standing Senate Committee on Aboriginal Peoples
